A: It is 3.5VDC and the charger says AC100-240V.

Q: Sorry for this question. Novice here. Do I take the outer foil off for wet shave or keep it?
A: The foils stay on. Just soap up the face (or whatever) and shave as you would normally shave dry but with a slower movement.
